Full Position Description

Job Summary

The Campus Transportation Planner is responsible for the comprehensive planning for and stewardship of University transportation network and associated infrastructure. The position is responsible for directing the articulation of and improvements to the transportation network. The Campus Transportation Planner is a leader who guides the University through the highly dynamic and ever-changing nature within the broad field of transportation and builds upon the legacy of sustainable transportation at UC Davis.

The Campus Transportation Planner is part of the Campus Planning office, a small group of planners, urban designers and landscapes architects, which is part of a larger unit called Campus Planning and Environmental Stewardship (CPES) which includes the Arboretum and Public Garden (encompassing the Arboretum, the Putah Creek Riparian Reserve, and Grounds and Landscape Services), the Sustainability office, the Environmental Planning office, and Transportation Services. As a unit, CPES combines planning objectives with daily operations to integrate resiliency into our every stewardship practice and ensure the outdoor environments of campus are safe, welcoming and vibrant. The Campus Transportation Planner brings technical expertise around sustainable and equitable mobility systems to colleagues with colleagues in CPES, across campus and throughout the greater community.

The Campus Transportation Planner coordinates closely with both campuses to manage transportation demand and parking services and ensure that investments in physical infrastructure create more sustainable and equitable transportation patterns for the University
community.

Essential Responsibilities

  • 30% Transportation Planning
    The Transportation Planner is responsible for planning related to the campus transportation network; leads planning efforts to inventory, analyze, develop initial design concepts, and prioritize investment for long- and short-range improvements; articulates transportation planning objectives to shape the built environment, enhance the legibility and navigability of the transportation network and foster more sustainable and equitable travel choices for University affiliates and the community at large; works in partnership with transportation demand managers at both campuses; traffic analyses related to California Environmental Quality Act will be conducted by separate office, often in consultation with external consultants; the transportation planner will offer recommendations and advocate for certain outcomes related to CEQA though.
  • 25% Conceptual Design
    Responsible for the development of initial design concepts for multi-modal improvements related to transportation and the built environment; responsible for the development of illustrative materials to help communicate the overall vision for the transportation network as well as specific proposed improvements; project management and construction administration performed by separate office; transportation planner to inform initial scope for transportation related elements for all capital projects and conduct plan review for all related work.
  • 20% Asset Management
    Responsible for directing the maintenance program for the campus transportation infrastructure system; responsible for the development and management of regular maintenance program related to roadways and parking pavement maintenance; responsible for the development of multi-year improvement plans and the prioritization of investments to implement projects across the University; works closely with partners in operational units to coordinate physical improvements with programmatic improvements; seeks external funding in the form of grants and other awards to  leverage campus funds for improvements.
  • 15% Project Coordination
    Builds partnerships across campus and leverages other capital improvement projects as opportunities for implementing key components of the campus mobility network; coordinates with other offices within Finance Operations and Administration (FOA) to communicate campus transportation priorities and plans and set clear expectations for the contributions of individual projects to an efficient, safe, sustainable, and equitable mobility network; develops and deploys a program for detour approval permits in order to minimize disruption and create continuity, predictability, and close coordination between the important and complex construction activities on campus.
  • 10% Community Engagement
    Engages campus partners across the administrative as well as academic realms to build partnerships and advocate for a seamless and equitable mobility system, and build capacity for innovative improvements across campus; effectively articulates a vision for the University in relation to the broad field of transportation and actively engages stakeholders across the campus community in the long-term stewardship of transportation network; this position is responsible for creating and facilitating a dynamic process that brings stakeholders into the transportation planning dialogue for UC Davis; develops partnerships with research institutes, private vendors offering services related to transportation, non-profit organizations, transit agencies and other entities involved in planning and stewardship of transportation networks and services.

Required Experience and Skills

  • College degree in transportation planning, transportation engineering, city planning or related fields or an equivalent combination of training and experience
  • Minimum five years of professional experience in transportation planning, city planning or related fields, or an equivalent combination of education and experience in a higher education environment.
  • Experience with planning, designing and implementing roadway improvements for ‘complete streets’ to foster safe, convenient, and equitable movement of all preferred transportation modes
  • Interdisciplinary planning experience on more sustainable systems including transportation, energy, and stormwater
  • Experience with standards and guidelines for streets, bike facilities, pedestrian sidewalk; Experience with American Disability Act (ADA) and access specialist certification
  • Experience with pavement condition assessment methods and management programs for transportation infrastructure systems such as StreetSaver
  • Experience with standards and guidelines for traffic control devices, including temporary traffic control measures
  • Experience preparing and/or responding to Request for Qualifications or Proposals for planning studies
  • Experience working collaboratively with a diverse team
  • Familiarity with emerging technologies and changes in mobility behavior
  • Excellent written and oral presentation skills to communicate planning concepts to diverse audiences including campus leadership and external stakeholders
  • Ability to actively build constructive and effective relationships with colleagues at all levels
  • Proficiency with a Microsoft Word, Excel and Powerpoint as well as Autocad and ESRI GIS.

Preferred Qualifications and Skills

  • Master degree in transportation planning, city planning or related fields
  • Experience with quantitative and qualitative analyses and the integration of geospatial analyses into the evaluation of transportation planning scenarios
  • Experience with emerging best practice in multi-modal facility design
  • Experience with the principles of Safe Route to School
  • Experience planning for transit, bicycle and light-individual transport and any certifications related to these fields.
  • Experience with California Environmental Quality Act (CEQA) and all pertinent issues such as traffic modeling and the change from Level of Service to Vehicle Miles Traveled
  • Experience translating planning concepts into capital improvement projects and working with construction documents and specifications

  • Experience in a university, life/health science medical center
  • Skills, and Abilities (KSA): Proficiency with specialized transportation programs, such as VisSim, INRO, StreetLight Data, and other
